Vue-cli, use tags instead of mount (Basic)

Dear All,
Using the basic generated project, you have the following:

main.js

import Vue from 'vue'
import App from './App.vue'

Vue.config.productionTip = false

new Vue({
  render: h => h(App),
}).$mount('#app')

index.html

<!DOCTYPE html>
<html lang="en">
  <head>
    <meta charset="utf-8">
    <meta http-equiv="X-UA-Compatible" content="IE=edge">
    <meta name="viewport" content="width=device-width,initial-scale=1.0">
    <link rel="icon" href="<%= BASE_URL %>favicon.ico">
    <title>test</title>
  </head>
  <body>
    <noscript>

I am looking for a way to have index.html as following:

I cannot figure out how and I could not find an example, I am willing to use custom tags only.
